      Given the circumstances, I’d suggest emailing them.

    Maybe add to the post that travelers will need a negative molecular COVID test taken within three days of their trip or will have to pay for one at the airport and face quarantine. There is also a curfew from 10 pm to 5 am through July 22nd.

    pretty hard to get a negative test result from within 3 days if it now takes 5-7 days to get results

    If you go before the 15th no COVID test is necessary. Travel will reopen to international travel on the 15th but is still open to US residence until then as well.

    Has PR even fully recovered yet from Hurricane Maria/Irma (2017)?

      There were some Pesach programs planned there for this past Pesach (before getting cancelled for COVID), so I imagine they have rebuilt up the touristy areas
