@m: chances the agency that owns the website has a tour basing fare contract with the airline which offers a cheaper airfare if booked in conjunction with a hotel.

I tried it myself..it is takeh cheaper but I got hit with surprise charges at Hertz for taxes and fees $15.00 a day. The hotel charged resort fees…parking…etc PER DAY. So BEWARE> It does in fact state that taxes and “FEES” are NOT INCLUDED.
Bought 3 tickets, Dulles-Tel Aviv roundtrip in Jan 2015 on United/Lufthansa, stopover both ways in Germany, $740 each. Great deal for me because United and Lufthansa allow me to upgrade to extra legroom seats for myself for my long legs, which works out sooooomuch cheaper than business class. A lot of the fares on ITA Matrix would not come up on a Priceline or Orbitz search, but a Kayak search did bring some of them up, and Kayak then did refer me to Priceline to purchase the fare.
