US Citizens will need to be fully vaccinated and have had their last shot within 180 days of departing Israel.
Prime Minister Naftali Bennett announced today that Israel plans to reopen for Tourists on November 1st.
Such plans have been cancelled in the past and it is still pending the approval of the coronavirus cabinet. But this has already passed many hurdles to being approved.
There will be many restrictions still in place though, some of those include:
- Must have at least 2 shots for Pfizer, Moderna and 1 shot for J&J vaccines.
- You must receive your last vaccine shot within 180 days of entry.
- At least 14 days must have passed since your most recent vaccine shot.
- A positive PCR test within the past 180 days is also acceptable with digital proof (this does not exist in the US). 11 days must have passed since the positive test as well.
We will still have to wait to see what the exact rules will be, such as what the rules will be for kids, etc.

I traveled to Israel this past week (as a first degree relative) and my wife and I had the second jab more than 6 months ago. When we called to be exempt from quarantine, they did not ask when we received the vaccine. Not sure if this will change with the new laws, but in my experience the 6 month rule isn’t enforced.

It is now official. As of November 1, 2021, there will no longer be a permit system to enter Israel. You will no longer need to be a first degree relative, nor will you need to apply for a permit 30 days in advance. You do, however, need to meet certain vaccination or recovery criteria to enter Israel.
A. Criteria For Entering Israel: You must meet ONE of these conditions in order to enter Israel:
a. Vaccinated within six months of the trip with either a second vaccine or a booster (Pfizer – at least 7 days after the shot, other vaccination types – at least 14 days after the shot). OR
b. Recovered within six months of the trip with proof of a positive PCR result and more than 11 days have passed since the positive result. OR
c. Recovered anytime – even more than six months before the trip – with proof of positive PCR result AND vaccinated with at least one dose within six months of the trip.
(If six months has passed since your last vaccine or since your recovery during your stay in Israel, you can still come to Israel; however, your green pass will expire during your visit when you pass the six-month mark).
If you were vaccinated or recovered more than six months ago, or were never vaccinated or recovered, please see the end of this document.
B. Process to enter Israel
You will gain entry into Israel via the Health Ministry Declaration Form: 48-hours before your flight, you will complete this form Flight Form Content – Corona Traffic Light Model (Ramzor) Website (health.gov.il)
For those who have traveled to Israel previously, you will know this as the “24-hour pre-flight form.” Once you file this form properly, within minutes you will receive an email from “Do Not Reply-MOH,” which is the record you need to show at the airport. Your green pass will be included. If your vaccination certificate is not digitally validated in Israel, it could take longer to receive this email.
Tips for completing this form correctly:
1. Must be completed within 48-hours of a flight; it will be the basis of your entry to Israel.
2. You will need specific flight information, i.e., the name of the airline, the flight number and the estimated time that it arrives in Israel.
3. You will need a specific isolation location, with a specific street address and house number that cannot be changed later on.
4. You will need to upload your vaccination records via PDF. If you have a vaccination record with a QR code, use it.
5. If you are submitting a recovery letter along with positive PCR results, or any other multi-page document, you must merge them into one file and compress them using http://www.ilovepdf.com.
6. Make sure all files are under 1MB, and use http://www.ilovepdf.com to compress files.
7. Everyone needs a negative PCR test from within 72 hours prior to takeoff. (An exemption from pre-departure PCR test will be granted to those recovered, if at least 11 days and no more than 3 months have passed from the day of diagnosis as a COVID-19 case. Note this exemption is for pre-departure PCR tests only; it is not an exemption from the PCR test on arrival in Israel.)
You must have your negative PCR test and a copy of the 48-hour Entry Declaration Form to board a plane to Israel. These are the only documents you need.
C. Protocol for Arrival in Israel:
1. Everyone, bar none, including Israeli citizens, need to take a PCR test upon arrival at Ben Gurion Airport. Please reserve your test in advance with TestnGo: Test & Go: Covid-19 testing service at Ben Gurion Airport in Israel (femi.com)
If you test positive at Ben Gurion Airport, you will be in 10-day quarantine. There are no exceptions and we have no way to shorten your quarantine if this happens.
2. On your TestnGo form, please use an Israeli cell number that you have access to. That is where you will receive results of your PCR test. Failure to provide an Israeli cellphone number can become problematic.
3. There is no longer a need for serological testing in Israel in order to receive a green pass or exit quarantine, and therefore no need to book a test.
D. Quarantine Rules in Israel:
24-hour quarantine: Most visitors arriving in Israel will be held to this level of quarantine, which means that you are released after you receive a negative PCR result from the airport or when 24 hours has passed – whichever comes first.
There will be a 10-day quarantine for those who test positive for COVID at Ben Gurion Airport
There will be a 7-day quarantine for anyone with a valid Israeli passport who is not vaccinated or recovered within six months. Release from quarantine comes with a negative PCR upon arrival in Israel and a negative PCR on day seven.
IF YOU ARE VACCINATED/RECOVERED MORE THAN SIX MONTHS AGO OR IF YOU HAVE NEVER BEEN VACCINATED OR RECOVERED: At the moment, exceptions will be made for weddings, births, and other humanitarian reasons. We will send a separate notice out once the process for this is clarified. We will also continue to lobby for first degree relatives who cannot get a booster to be able to enter with strict quarantine rules and will send out an update if this effort succeeds.

I don’t think the rules themselves will be the big issue. I think the big issue will be what is accepted as proof of any of these things. I doubt they will accept a piece of cardboard with a scrawl of a random lot number on it as proof of vaccination. And I doubt they will accept a printed page with a PCR test result as proof of having the virus (during the last 180 days). Because if they accept these kinds of things, the folks that usually engage in schmei-drei to get their way … will do so again.

I’m in an interesting situation. Would appreciate any input… I have 2 Pfizer does from Israel taken last March- more than 6 months ago. I’m in America now, so how would I be able to get a 3rd shoot and have it recognized as a booster even though according to America, I don’t have any shots… Thanks
You are actually in an enviable situation. If you have no shots in the US record system (which itself is spotty), you can get a “first shot” at any CVS…if you received Pfizer x 2, many would recommend that you get Moderna now (“mix and match”). You will likely need to show the paper CDC vaccine record card to demonstrate receipt of booster. Good luck.

In January I booked tickets to Israel in mid-November for my family of 9. We all either were vaccinated or had covid within 6 months of trip. Except for our baby who will be 12 months and one week at time of travel. Any ideas how we can bring her along? Less than 12 months would have been ok. Possibly she has antibodies. Anyone know if a serology test would be accepted? A few days ago I thought we would have to cancel the trip, but now we are so tantalizingly close to being able to all go. Thanks!

Don’t know what will be starting November 1, but we were just in Israel and it worked in the following way: You get in with Ishur, but will have to be in Bidud for seven days. If you get the third booster vaccine (14 days before trip with Moderna and 7days before for Pfizer), then you call the Misrad HaBriut once you get your negative PCR and positive Antibodies test from the airport tests (by email) later the day of arrival, and they will immediately let you out of bidud and email your certificate.

I hear that they will no longer be accepting Positive PCR test results in lieu of the vaccine. This is a problem for anyone who received monoclonal antibodies within the past 90 days and cannot get the vaccine. Anyone know anything about that?
Unfortunately the final rules adopted by the Health Ministry are more restrictive. Most significantly, PCR test results from the US will NOT be accepted as proof of recovery; only digital proof from the EU (and possibly UK) will be.

It seems from the language on the govt website that for the booster there is no “within 180 days” requirement. Only has to be at least 14 days from the shot. Right? If so, we don’t have to worry about getting the booster too early for a later trip to Israel. Would like confirmation on this. Problem is if they change their mind and then US doesn’t offer a fourth shot.
That may be true at the moment, when boosters are 1-2 months old. But story may change in 4 months or so, no way to know what will be. Personally, if my reason for getting the booster is to get to Israel, I’d wait until closer to my travel dates to see what the current story is.
I wouldn’t take a chance unless you are ready to go. They keep changing everything and then your booster may not be worth anything when you can go. Kind of like those of us who ran to get vaccinated (even with having antibodies) in order to be able to go and now we’re timed out. Sooooo frustrating.

According to the articles and notices I’ve seen, the new rules are in effect and all previously issued permits are invalid. So if you qualified for the permit but don’t qualify under the new rules, the airline will probably not let you on the plane.

1. I had my 2nd vaccine shot in April, so I’m no longer eligible to visit, despite having COVID and 2 vaccines.

One MAJOR pitfall of this rule is for students who till now only needed their student visa to go back and forth as they pleased but now must comply to the same rules as everyone else to be either vaccinated or recovered and Israel won’t recognize any American proof of recovery thereby forcing any students wishing to reenter to be vaccinated within the last 6 months
