Puerto Rico has been requiring a negative COVID PCR in order to enter without needing to quarantine.
Effective today, fully vaccinated passengers flying within the US can present their vaccination card instead of needing a negative test result. You can also upload your card to their online portal, which will produce a QR code that will allow you to skip testing.
Additionally starting today, fully vaccinated people will no longer need to wear a mask at beaches and parks.
Children 2 and older will still need to present a negative COVID PCR if they are not vaccinated.

US citizens do not need a passport for travel to Puerto Rico and children under 18 do not need any ID. You do not need to take a COVID test to fly back to the US mainland.

Hawaii seems to be holding out for a digital passport solution. Not sure when they’ll waive testing requirements without that.
We have traveled to Puerto Rico during COVID, and the PCR was not required if you quarantine on arrival. The quarantine basically means that they text you once a day asking if you have any symptoms.
You do have to get QR code by filling out a form on their website before arrival, otherwise you’ll be stuck in a long line to fill out the forms.
But presumably you would also need to stay inside with a quarantine.
So how are they going to know if you are fully vaccinated or not at the beach?
Now we can go back to worrying about Zika in PR instead of COVID. Progress!
Puerto Rico is basically a U.S. State
Puerto Rico held on longer to their PCR test than I thought they would. They’ve had plenty of Covid on the island (unlike Hawaii) so it never made sense to discourage tourism. Just more bad government from a place that’s had lots of bad government.
