Do I need to be a costco member to buy there?
Yes. And while they have a 2 purchase maximum, you can make multiple purchases (I stupidly bought the walmart cards before trying to get more through costco, but now I know)
Just confirmed only one purchase is available through Costco, they’ll cancel additional orders. So if you’re looking for cheap credit, 10% off through Walmart is pretty good. I placed a cancellation of some credit I bought (thinking I could get more purchases through Costco) and they were very quick about it (though you have to call their gift card line, 888-537-5503).
I was able to get 6 without being a member.
