I think you can login to iCloud account to do that without needing an iPhone
Yes. You could do it with Bluetooth all you need to do is hold the back button of the airpods case and a white light will appear and when that light turns on (and blinks) go to Bluetooth on your phone and connect to airpods. Since you do not have a apple device you will not have features like finding your airpods or like renaming you airpods.
